This is a tool that sets the principle and then delegates to the Executive the possibility of carrying out at least urgent interventions.
Who is it for? Not to school students, not to kindergarten children or to elementary or middle school students, because there are schools and this project does not intend to replace schools, instead it intends to address those who no longer go to school, they are projects of continuous education, are projects aimed at those who, as Professor Gessa said, in any case need to use English in some way, the traffic police, the employees of the municipality, pizza makers, restaurateurs, small entrepreneurs, young people who are guides tourists and accompany people by jeep to Su Gologone; this whole world (which, by now, is increasingly in contact with the English language) needs urgent interventions.
What modalities? It happened to me to learn English through the civil evening Civic School of the municipality of Milan, nothing extraordinary. In many large cities, especially in the north of Italy, there are evening schools that teach languages, photography, dance, music. In Sardinia we have the tradition of Civic Music Schools that do a great job widely recognized by all. One modality could be that of the English language civic schools, accompanied by competence and collaboration with schools, competence and collaboration with universities. Another mode will surely be that of television programs, many of us have used it to learn another language.
LA SPISA (F.I.). I intervene to ask for the nominal vote of paragraph 1 of article 12, to give everyone the opportunity to express themselves.

. Very fast! More than anything else, President, it would serve to justify the fact that you voted in favor of paragraph 1. I would have appreciated, from the President, some remarks on the financial availability of paragraph 1, as I asked, if the program is what you have outlined . At least I would have abstained and would not have voted in favor, because I must remind you that the provinces have already taken steps to do so, they have already been preparing courses for years; therefore I would see it addressed to everyone and not specifically to someone.
You have outlined, in broad terms, what will be the proposal of the competent Councilor; if I had not previously expressed my will to vote at least I would have abstained, because it would have been right, President, to have access to the requests and clarifications that someone has addressed to you in this Chamber, so do not take only what you say for good . There have been some observations that would have deserved, in my opinion, some answer, to be more convinced of what you do, to be convinced that you can also do things by sharing them. Unfortunately, you intervened later, without giving any answers, and I had already declared my vote.
I wanted to propose to the Chamber, and to you President, the inversion of the agenda to go directly to the examination of Article 14 as Article 13, having several amendments, is quite substantial and I believe that a possible discussion on of them could not be exhausted. Therefore, only as a matter of method, I propose, the examination of “14” which, having a much smaller amount of amendments, could be concluded by the evening today.
